[Punjab Resource Improvement and Digital Effectiveness Program]

The Finance Department, of the Government of Punjab, has received financing from the World Bank for the Punjab Resource Improvement & Digital Effectiveness Program. The primary objective of the Program is to increase Own Source Revenue and enhance the reliability of resource allocations and access to digital services for people and firms in the province of Punjab. The expected results of the Program align with the Government's expenditure framework across three Result Areas: (1) strengthened budget formulation and fiscal risk management, (ii) increased use of digital technology for delivery of selected public services, and (iii) improved collection of own-source revenue.

The Finance Department has established the Public Financial Management Unit (PFMU) to implement and coordinate program activities. Part of the loan proceeds will be utilized for hiring consulting services. Qualifications/Experience/Skills:

  1. Procurement Specialist:

    • Minimum 16 years of education in Business Administration/Finance/Economics/Public Administration/LLM from a reputed Foreign University or HEC-recognized institution.
    • Post-qualification relevant professional experience of 10 years in procurement planning and undertaking large and complex procurements. Understanding of E-Procurement and public sector procurement processes is preferred.
    • Effective communication skills are required.
  2. Communication Specialist:

    • Minimum 16 years of education in Mass Communication/Journalism/Media Studies/Public Relations/Marketing from a reputed Foreign University or HEC-recognized institution.

            • Post-qualification relevant professional experience of 8 years in procurement planning and undertaking complex procurements.

          2. Project Finance Expert:

            • Minimum 16 years of education in Finance/Economics/Business Administration/CA/ACCA/ACMA/CAEW/CFA from a reputed Foreign University or HEC-recognized institution.
            • Post-qualification relevant professional experience of 8 years in the financing of public/private sector infrastructure, particularly project financing or PPPs.
            • Strong understanding of the Public Financial Management landscape in Pakistan, including donor-funded programs. Experience in project design and implementation preferred.
